Tanzania’s Heated Land Conflict Debates Ignite Crucial Budget Discussions in Parliament

Shinyanga: Parliament concludes a fiery debate on the pressing issue of land conflicts today, turning attention swiftly to the critical budget discussions for the week.
Lawmakers are set to tackle the financial plans for three pivotal ministries: the Ministry of Construction, the Ministry of Natural Resources and Tourism, and the Ministry of Foreign Affairs and International Cooperation.
These debates promise to be as intense and impactful as the discussions on land use, setting the course for Tanzania’s infrastructural, environmental, and diplomatic future.
The intense deliberations kicked off on Friday, May 24, 2024, when MPs scrutinized the revenue and expenditure estimates for the Ministry of Land, Housing, and Human Settlements Development, presented by Minister Jerry Silaa.
The debate spotlighted issues of land conflicts, often stemming from poor land use planning, lack of staff competence, delays, and inadequate compensation for affected citizens. Minister Silaa now faces the daunting task of addressing the MPs’ concerns and securing approval for his budget.
The focus will soon shift to the Ministry of Foreign Affairs and International Cooperation. Led by Minister January Makamba, this session is expected to delve into the contributions of Tanzanians with dual citizenship and the progress of granting them special status.
As well, the renovation and construction of Tanzanian embassy buildings worldwide will be a hot topic.
In February 2024, the Permanent Parliamentary Committee on Foreign Affairs, Defense, and Security highlighted delays in embassy construction.
Committee Chairman Vita Kawawa noted, “The lack of a time limit for discussions on embassy construction projects, including investment properties, has contributed to delays.
He also pointed out that budget limitations and slow disbursement of allocated funds have hindered these projects. For the fiscal year 2023/24, Parliament approved a budget of TSh 247.97 billion for the ministry, with TSh 17.88 billion earmarked for development projects.
Next in line is the Ministry of Construction, where the debate will focus on repairing roads damaged by heavy rains, which have rendered some areas inaccessible.
Notable issues include the collapse of a bridge on the Kilwa to Nangurukuru road and a significant road crack in Busunzu, Kigoma.
Another crucial discussion point will be the government’s plan to address the TSh 6.37 trillion debt owed to contractors and consulting engineers.
“This debt from Tanroads, as of December 2023, must be resolved to ensure ongoing and future projects are not stalled,” said Selemani Kakoso, chairman of the Permanent Parliamentary Committee on Infrastructure.
The Ministry of Construction, now an independent entity, received a budget of TSh 1.46 trillion for 2023/24, with TSh 1.41 trillion allocated for development projects. Minister Innocent Bashungwa will also need to address the precarious state of passenger ferries.
Finally, the Ministry of Natural Resources and Tourism, led by Angellah Kairuki, will confront issues such as destructive wildlife invasions and insufficient compensation for affected citizens. Infrastructure deterioration in tourist areas due to heavy rains will also be discussed.
The Permanent Parliamentary Committee on Land, Natural Resources, and Tourism urged the ministry to collaborate with the Ministry of Land, Housing, and Human Settlements Development to create a comprehensive land use plan.
“Strategies for digging dams and wells in water-scarce areas are essential to prevent wildlife from invading residential areas,” stated committee chairman Timotheo Mnzava.
In his February report, Mnzava emphasized the need for public education on wildlife corridors to reduce human-animal conflicts. For 2023/24, Parliament approved a budget of TSh 624.14 billion for the ministry, with TSh 180.43 billion designated for development projects.
Speaking to Exponent Magazine, Paschal Makonda, a resident of Ibadakuli ward in Shinyanga Municipality, highlighted the impact of heavy rains on local infrastructure. “We have been severely affected by the heavy rains earlier this year, which damaged roads and cut off communication for several days,” he said, urging MPs to push for road repairs.
Nelson Kahwa from Igunga District in the Tabora region called for better recognition and integration of Tanzanians with dual citizenship into the economy. “We are waiting to see if the special statuses have been addressed. Some people have taken up other citizenships just to find a living,” Kahwa explained.
Special Seats MP Cecilia Pareso underscored the challenges posed by wild animals, expecting the government to present concrete solutions in the upcoming budget.
She also emphasized the need for improved infrastructure in conservation areas, citing recent footage of damaged roads in Ngorongoro and Serengeti during heavy rains. “We expect the government to allocate sufficient funds to create tourist-friendly roads in these areas,” she said.
This week’s parliamentary sessions are set to be a battleground of ideas, with high-stakes debates poised to shape the future of Tanzania’s infrastructure, natural resources, and international relations. The outcomes of these discussions will be pivotal, laying the groundwork for transformative progress across the nation.
