FG to Fully Digitize Civil Service by December 2025

In a bold step towards modernizing governance, the Federal Government has announced that Nigeria’s civil service will fully transition to a paperless, digital system by December 2025.
Dr. Didi Esther Walson-Jack, Head of the Civil Service of the Federation, disclosed this on Wednesday during a press briefing in Abuja, held as part of activities marking the 2025 African Public Service Day and Civil Service Week.
She explained that the move is a key component of the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021–2025, which is set to conclude at the end of the year.
“Even before I assumed office, the Office of the Head of Civil Service of the Federation (OHCSF) had already gone paperless. We are now working to accelerate this transformation across all Ministries, Departments, and Agencies (MDAs),” Dr. Walson-Jack stated.
She revealed that the Federal Ministry of Health recently became the 11th ministry to adopt the Enterprise Content Management System (ECMS), with others progressing at different stages of implementation. According to her, strategic partnerships are being pursued to support and fund the digital transition across government institutions.
The digital shift is expected to boost efficiency, reduce bureaucracy, and enhance service delivery in the public sector.
