USAID Begins Formal Termination of Operations, Hands Over Active Awards to U.S. State Department

The United States Agency for International Development (USAID) has announced the commencement of a full-scale termination and closeout process of its operations, following the July 1, 2025, transition of all active awards to the U.S. Department of State (DOS).
In a statement to its implementing partners (IPs) on Friday, USAID said a dedicated team has been established to manage the workflow and procedures for efficient closure. Partners are to expect the assignment of Contracting/Agreement Officers (CO/AOs) who will oversee termination and closeout actions for each award.
IPs have been directed to submit termination settlement proposals, final cost reports, and other related documents to designated USAID mailboxes based on their organization’s name, while pending matters on indirect cost rates will continue to be finalized by USAID for fiscal years before July 1, 2025. After that date, DOS will take over such responsibilities.
The agency emphasized that partners with ongoing concerns should contact DOS directly, while those seeking updates on NICRA rates and termination audits can reach out through NICRA@usaid.gov.
USAID added that stakeholders can subscribe for future communications through its Industry Liaison platform, while inquiries can still be directed to IndustryLiaison@usaid.gov.
