In a bold move to modernize Nigeria’s civil service, the Federal Civil Service Commission (FCSC) has unveiled its first-ever five-year Strategic Plan (2026–2030), 75 years after the Commission was established. The plan, which marks a turning point in public sector governance, also includes the adoption of Computer-Based Testing (CBT) for promotion examinations starting in 2025.

The milestone was announced during a stakeholder validation workshop held at the Abuja Continental Hotel, drawing a wide range of participants from across the public and private sectors.

FCSC Chairman, Prof. Tunji Olaopa, described the new digital strategy as a critical step toward enhancing transparency, accountability, and efficiency in civil service operations. “Until now, promotion exams were written in Abuja, compelling workers from across the country to travel with all the inconveniences that come with it,” he noted. “With CBT, we are aligning with 21st-century governance principles.”

Olaopa emphasized that the reforms are aligned with President Bola Tinubu’s directive—issued in December 2023—to reposition the civil service as a catalyst for national development. The strategic plan aims to institutionalize a performance-based promotion system linked to key performance indicators (KPIs), updated appraisals, and citizen feedback.

As part of the broader reform agenda under the Renewed Hope Agenda, the FCSC is collaborating with the Office of the Head of the Civil Service of the Federation (OHCSF) to support Nigeria’s goal of achieving a $1 trillion economy by 2030.

In a goodwill message, the Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack (represented by Dr. Deborah Oyindamola Ninma Odoh), described the initiative as a “bold step toward inclusiveness and reform.”

Other dignitaries at the event included Permanent Secretary Mr. Ndiomu Ebiogeh Phillip, who stressed the importance of practical implementation, and Dr. Dasuki Ibrahim Arabi, Director-General of the Bureau of Public Service Reforms (BPSR), who called for staff ownership to drive the reforms.

Presentations were delivered by renowned consultants Dr. Otive Igbuzor, Dr. Bert Odiaka, and Prof. Dele Olowu (joining virtually from Amsterdam). The workshop was attended by a diverse group of stakeholders, including serving and retired permanent secretaries, CSOs, law enforcement agencies, and representatives from the finance, budget, and private sectors.

The FCSC’s historic unveiling sets a new benchmark for reform in Nigeria’s civil service, signaling a shift toward a more dynamic, data-driven, and future-ready public service.
