Tinubu Names Boards for NADF, Bank of Agriculture, UBEC in Fresh Push for Sector Reform

Date: 5ft December,2025

President Bola Ahmed Tinubu has approved the constitution of the boards of three key institutions — the National Agricultural Development Fund (NADF), the Bank of Agriculture (BOA), and the Universal Basic Education Commission (UBEC) — in a move aimed at strengthening agricultural financing and basic education governance.

Senator Umaru Tanko Al-Makura, earlier appointed in July, retains his role as chairman of the UBEC Board. New representatives include Uchendu Ikechi Mbaegbulem for the South East and Gift Ngo for the South South. Mrs. Ibiwunmi Akinnola (South West), Dr. Meiro Mandara (North East), Dr. Abdu Imam Saulawa (North West), and Professor Paul Ibukun-Olu Bolorunduro (North Central) complete the board, with all members to serve a four-year term.

The President also confirmed the appointments of Muhammad Babangida as chairman and Ayo Sotinrin as managing director of the Bank of Agriculture. Three executive directors — Fatima Garba (Corporate Services), Ka’amuna Ibrahim Khadi (Risk Management and Strategy), and Hakeem Oluwatosin Salami (Operations) — were named alongside five non-executive directors representing all six geo-political zones: Aminu Malami Mohammed, Charles Amuchienwa, Oladejo Odunuga, Rabiu Idris Funtua, and Kochi Donald Iorgyer.

At the NADF, where Muhammad Abu Ibrahim was appointed executive secretary and CEO in October 2023, President Tinubu has now approved a full governing board. Mallam Bello Maccido, pioneer chairman of FBNQuest Merchant Bank Limited with over three decades of financial sector experience, will chair the board, representing the North West.

Other members include Dr. Nelson Henry Essien (South South), Amina Ahmed Habib (North West), and Ondo-born engineer Akinyinka Olufela Akinnola (South West). Also appointed are Hassan Tanimu Musa Usman (North East), Lufer Samson Orkar (North Central), and Felix Achibiri (South East), a senior executive in the energy and investment sectors.
