A Chinese national, Li Kuang Kuang, was on Thursday, May 15, 2025, arraigned before Justice Daniel Osiagor of the Federal High Court in Ikoyi, Lagos, by the Economic and Financial Crimes Commission (EFCC) over alleged cyber-terrorism and internet fraud.

Kuang was among the 792 suspects arrested in Lagos during the EFCC’s December 2024 sting operation codenamed “Eagle Flush Operation”, which targeted cryptocurrency-based investment and romance fraud syndicates.

According to the charge, Kuang and his company, Genting International Co. Limited, allegedly accessed computer systems with the intent to destabilize and destroy Nigeria’s economic and social structures—an offence punishable under Section 18 of the Cybercrime (Prohibition, Prevention, etc.) Act, 2015 (as amended in 2024).

He pleaded not guilty when the charge was read.

Following the plea, prosecuting counsel U.S. Kyari requested a trial date and the defendant’s remand in custody. However, defence counsel Emmanuel Nnadozi informed the court of the defendant’s intention to explore a plea bargain.

Justice Osiagor ordered that Kuang be remanded at the Ikoyi Correctional Centre and adjourned the case to July 18, 2025, for either the report of a plea bargain or commencement of trial.
