Akure, Nigeria — February 17, 2026

The Ondo State Government has appointed Mr. Festus Adewale Omomowo as the new Permanent Secretary of the Ondo State Oil Producing Areas Development Commission (OSOPADEC), marking another milestone in his distinguished public service career.
Mr. Omomowo’s appointment, announced on February 16, 2026, follows his earlier elevation to the rank of Permanent Secretary on March 5, 2024, by Governor Lucky Orimisan Aiyedatiwa. He previously served at the Ondo State Universal Basic Education Board (SUBEB) before his redeployment to OSOPADEC.
Academic Excellence and Early Life
Born on July 16, 1968, in Obe-Rewoye Community, Ilaje Local Government Area of Ondo State, Mr. Omomowo began his educational journey at L.A. Primary School, Obe-Rewoye, where he obtained his Primary School Leaving Certificate in 1978 and served as Senior Prefect. He later attended Happy City College, Ayetoro, earning his Senior Secondary School Certificate in 1993.
He proceeded to the then Ondo State University, now Ekiti State University (EKSU), where he earned a Bachelor of Education (B.Ed.) degree in Religious Studies in 1994 with Second Class Honors (Upper Division). An exceptional scholar, he was named Best Graduating Student in the 1992/1993 B.Ed. Final Examination and also emerged as the Best Student in the Education Arts Degree Examination for the same academic session. He received the Grand Order of Education Award as the overall best graduating student of the Faculty of Education.
He later obtained a Master’s degree in Personnel Psychology with Distinction from the University of Ibadan in 1997.
Distinguished Civil Service Career
Mr. Omomowo joined the Ondo State Civil Service in January 1998 as an Education Officer with SUBEB. In November 2001, he transitioned to the role of Administrative Officer and subsequently served in the Service Matters Department in the Office of the Head of Service, where he earned commendation for his contributions to the official flag-off of Zonal TESCOM.
Over the years, he has held key positions across various Ministries, Departments, and Agencies (MDAs). Notably, he served as the Pioneer Director of Finance and Administration at the Ondo State Emergency Medical Services Agency (ODEMSA) from 2010 to 2018 and as the Pioneer Director of Administration at the University of Medical Sciences Teaching Hospital (UNIMEDTH), Ondo.
As Administrative Secretary of the Department of Public Service Reform and Development in the Office of the Head of Service, he led the digitization of existing State Civil Service circulars, enhancing accessibility and operational efficiency. He also spearheaded the Civil Service Innovation Challenge, aimed at fostering creativity and excellence within the public service.
Professional Affiliations and Personal Life
Mr. Omomowo is a Fellow of the Chartered Institute of Public Administration of Nigeria (CIPAN), a member of the Chartered Institute of Personnel Management (CIPM), and a member of the Nigerian Institute of Management (NIM).
He enjoys reading, writing, farming, following current affairs, and sports. He is married and blessed with children.
With decades of administrative experience and a track record of reform-driven leadership, stakeholders express confidence that Mr. Omomowo’s appointment will strengthen OSOPADEC’s mandate in driving sustainable development across oil-producing communities in Ondo State.
