House of Representatives Releases Comprehensive Order Paper for May 6 Plenary, Reaffirms Legislative Transparency

In a continued demonstration of its commitment to transparency, inclusivity, and public accountability, the House of Representatives has published the detailed Order Paper for its plenary session scheduled for Tuesday, May 6, 2025.

The Order Paper features a wide range of legislative activities, from the first, second, and third readings of critical bills to the consideration of key reports and deliberation on pressing national motions. It underscores the House’s resolve to address issues that impact the Nigerian people across governance, education, security, economy, and public service reform.

Highlights of Bills Slated for First Reading

The House is set to introduce 20 bills during the session. Notable among them are:

Amendments to the Nigerian Educational Research and Development Council Act and the Counterfeit and Fake Drugs Act (Rep. Sada Soli);

Multiple constitutional alteration bills, including proposals for new local government areas and amendments to strengthen institutional frameworks (Reps. Mukhtar Zakari Chawai, Francis Ejiroghene Waive, Julius Ihonvbere);

Establishment bills for institutions like the Federal University of Allied Health Sciences in Bichi, the National Bio-Technology Research Institute in Kaduna, and various vocational and technical education centers across the country.

Key Bills for Second Reading

Among the bills scheduled for second reading are:

A proposed amendment to the National Universities Commission Act to regulate the engagement of part-time and visiting academic staff (Rt. Hon. Abbas Tajudeen and Rep. Bello Isah Ambarura);

An amendment to the Agricultural Research Council Act to establish specialized agricultural colleges (Rt. Hon. Benjamin Okezie Kalu);

Bills for the establishment of institutions such as the National Eye Centre, Doma and Federal Colleges in Ikom and Ngo.

Bills Advancing to Third Reading

The House will also consider two major bills at the third reading stage:

A bill to provide a legal framework for the establishment of training institutions for the Nigeria Police Force;

A bill to establish the Federal University of Technology, Badagry, Lagos State — both sponsored by House Leader Rep. Julius Ihonvbere.

Reports Set for Consideration

The legislative session will deliberate on a series of committee reports tied to the establishment of key federal institutions, including:

The Federal Medical Centre, Dadin-Kowa and the Federal College of Education, Tudun Wada Dankadai in Kano State;

The Federal University of Education, Numan, Adamawa State;

A major repeal and re-enactment of the Merchant Shipping Act;

Reports from the Committees on Science and Technology and Public Procurement on the creation of a National Innovation Council and updates to the Institute of Purchasing and Supply Management Act, respectively.

Critical Motions on National Issues

The plenary will also address motions of national importance, including:

An investigation into electricity debts owed by security agencies and Ministries, Departments, and Agencies (MDAs), sponsored by Rep. Fuad Kayode Laguda;

A motion urging the federal government to reduce reliance on fuel importation and bolster local refining capacity, moved by Rep. Frederick Yeitiemone Agbedi.

In line with its policy of legislative openness, the House encourages active participation from citizens, media, and civil society organisations. Observers are invited to follow proceedings and engage in the democratic process as lawmakers deliberate on the day’s agenda.
