The Federal Government has directed all Ministries, Departments and Agencies (MDAs) to immediately submit details of their outstanding financial liabilities for the years 2023, 2024 and 2025 as part of ongoing efforts to review and reconcile federal obligations.
In a circular issued by the Federal Ministry of Finance and signed by the Honourable Minister of State for Finance, Dr. Doris Uzoka-Anite, CFA, MDAs that have not complied with earlier requests were warned that any liability not submitted by the deadline will be treated as non-existent.
According to the notice, submissions must be made strictly in Excel format using the approved template provided by the ministry. Ministries are also mandated to collate and submit liabilities on behalf of their agencies and parastatals.
The documents are to be forwarded to the Permanent Secretary, Cabinet Affairs Office, the Office of the Secretary to the Government of the Federation (OSGF), and the Office of the Honourable Minister of State for Finance no later than 4:00 p.m. on Friday, January 23, 2026.
Submissions should be sent via email to chinonyelum.ndidi@fmf.gov.ng and umar.shehu@osgf.gov.ng.
The ministry stressed that liabilities not received within the stipulated timeframe would be considered invalid and excluded from federal records.

The directive is part of broader reforms aimed at improving fiscal transparency, accountability, and effective financial management across the federal public service.
