The House of Representatives has released a robust Order Paper for its plenary session scheduled for Wednesday, May 21, 2025, signaling a day of intensive legislative activity covering new bills, constitutional amendments, policy motions, and critical reports.

According to the statement issued by Rep. Francis Waive, Chairman of the House Committee on Rules and Business, Wednesday’s sitting will commence with announcements, petitions, and motions of urgent public importance in line with parliamentary protocol.

Among the major highlights are:

First Reading of Key Bills

Eleven new bills are slated for first reading, including:

Labour Act (Amendment) Bill, 2025

Multiple bills for educational and health institutions in Ojoto, sponsored by Rep. Uchenna Harris Okonkwo

Women’s Health and Surrogacy Protection Bill

Proposals for national institutes focusing on film production, emergency call systems, technical education, and real estate development, sponsored by Rep. Chinedu Emeka Martins

Third Reading of Bills

The House will also consider the third reading of bills to establish and strengthen health institutions across the country, such as:

National Eye Centre, Doma

Federal Medical Centres in Obukpa and Ankpa

Federal College of Dental Technology and Therapy, Birnin-Kebbi

Second Reading of Constitutional and Developmental Bills

Constitutional amendments scheduled for second reading aim to bolster judicial and fiscal independence, including:

Establishment and autonomy of State Auditors-General

Empowering the National Judicial Council (NJC) to fix judicial salaries

Amendments related to Admiralty Jurisdiction and Federal High Court appointments

Other bills include proposals for the Federal University of Agriculture and Development Studies, Ishiagu, a Federal Scholarship Board, and the Penal Code (Northern States) Amendment.

Motions on National Concerns

The Order Paper features impactful motions such as:

Non-payment of pension increments and palliative delays – Rep. Ibrahim Ayokunle Isiaka

Revenue generation from driver’s license issuance – Rep. Afam Victor Ogene

Stakeholders’ engagement on Baro Inland Port – Rep. Ahmed Idris Wase and others

Tree planting in the FCT – Rep. Ahmed Saba

Report Considerations

The House will also deliberate on reports concerning:

Federal University of Mining and Geosciences, Jos

Repeal of the National Identity and Planning Commissions

Wildlife Conservation

Establishment of agricultural and technical institutions across several states

Committee Meetings

Later in the day, several House committees will meet at 3:00 p.m., including sessions on Public Procurement, Alternative Education, and Public Petitions.

The comprehensive legislative schedule reflects the 10th House of Representatives’ commitment to active governance, policy reform, and institutional development.
