OSOPADEC Reaffirms Ondo State’s Jurisdiction Over Eba Island, Calls for Constitutional Boundary Resolution

The Ondo State Oil Producing Areas Development Commission (OSOPADEC) has reaffirmed that Eba Island remains under the jurisdiction of Ondo State, amid recent developments surrounding reported oil discovery and renewed territorial claims.
Following a comprehensive review of historical records, traditional authority structures, and long-standing administrative practices, the Commission stated that Eba Island forms part of Atijere Kingdom, Mahin Ward 4, in Ilaje Local Government Area of Ondo State. According to OSOPADEC, the island has been continuously inhabited by Ilaje people and administered under the recognised traditional institutions of the Amapetu of Mahinland and the Molokun of Atijere within Ondo State’s constitutional framework.
The OSOPADEC Chairman, Prince Olabiyi Olaleye Poroye, described the island as “an integral and inseparable part of Ondo State,” noting that ongoing boundary discussions with neighbouring states do not alter its status.
“Eba Island falls squarely within the Atijere axis and has neither been ceded nor relinquished under any agreement, arrangement, or administrative adjustment whatsoever,” Poroye said.
He maintained that Ondo State’s ownership and jurisdiction over the island remain “clear, established, and non-negotiable,” pending any constitutionally recognised resolution of boundary matters.
Historical and Administrative Basis
The Commission cited documented evidence of continuous occupation, established cultural affiliation, and decades of administrative governance under Ondo State institutions as fundamental principles in determining territorial legitimacy under constitutional and customary law.
OSOPADEC also assured residents of its commitment to peaceful coexistence and continued developmental projects in the area.
Call for Constitutional Process
While welcoming responsible investment aimed at boosting national oil production and economic growth, the Commission cautioned that resource discovery must not serve as grounds for altering historically established boundaries or disregarding lawful administrative control.
OSOPADEC emphasised that interstate boundary matters fall within the statutory mandate of the National Boundary Commission and other constitutionally recognised authorities.
In the interest of peace, stability, and investor confidence, the Commission called for:
Immediate recourse to constitutionally recognised boundary resolution mechanisms;
Independent and objective verification of territorial boundaries through historical, legal, and empirical evidence;
Strict observance of due process by all stakeholders;
Respect for established traditional leadership and host community rights as provided under the Petroleum Industry Act; and
Continued dialogue to prevent tension and safeguard communal harmony.
The Commission reiterated its commitment to peace, lawful engagement, and constructive partnership with the Federal Government, relevant agencies, and legitimate investors.
OSOPADEC affirmed that it remains resolute in protecting the rights and interests of host communities within Ondo State while urging all parties to act with prudence, respect for history, and adherence to constitutional order.
